Job Title: Director of Finances

International Peacebuilding Charity seeks an experienced Director of Finances (part time 70 80%, flexible working available) to join the senior management team. Based in London, s/he will also provide remote support to Concordis’ Finance Managers in a number of African countries.
The role includes financial management of grants from large institutions (DFID, EU, US State Department) totalling over £1m per year, funding peacebuilding programmes in Central African Republic, Mauritania, Sudan and South Sudan, with new programmes in the pipeline.

Key Areas of Responsibility
- Develop and maintain systems and procedures to ensure the efficient and effective management of the organisation’s finances in the UK and overseas offices.
- Oversee and ensure compliance with the organisation’s financial control framework, including financial accountabilities and authorities as set out in the Financial Procedures Manual, the Trustees’ policies as communicated by the Board’s Finance Committee and the requirements of the Charity Commission.
- Oversee the operation of the centralised accounting system to ensure that accounts are effectively produced, recommending further development where appropriate.
- Manage accounting services ensuring staff/consultants follow procedures as set out in Financial Procedures Manual.
- In consultation with Finance Managers in overseas offices, review the Financial Procedures Manual at least once a year and recommend changes to the Finance Committee.
- Coordinate financial reporting from remote locations e.g. Central African Republic, Mauritania and South Sudan.
- Act as the main point of contact for external auditors and provide all required information.
- Ensure accounting policies comply with the relevant accounting standards and that Company accounting and other relevant policies are followed.
- Recommend changes that will improve the company's financial performance and financial controls.
- Prepare timely monthly management accounts including Income & Expenditure and Balance Sheet and circulate to Finance Committee and senior management.
- Ensure budget and grant information is updated in a timely manner within finance and related systems.
- Prepare monthly management accounts and financial reports showing expenditure against budget for each donor-funded project in the appropriate currency in the form required by the relevant donor, using the exchange rates stipulated by that donor and demonstrating (in broad terms) the impact of exchange rate movements.
- Assist in the investigation of variances and discrepancies against budgets and forecasts and escalate concerns to management where necessary.
- Provide other management information and analysis which will enable the Director of Programmes, country directors and programme managers to manager their projects in the field.
- Make accounting adjustments to correct/amend transactions where necessary to facilitate accurate project accounting.
- Support Director of Programmes, Country Directors and Programme Managers to comply with the requirements of grant agreements, contracts etc. (as they pertain to finance processes and procedures), including understanding and complying with co-finance and procurement requirements.
- Support project managers in the formation of project and/or funding proposal budgets to maximise cost recovery and minimise liability (including costings, calculation of staffing charges and overhead rates).
- Assist the Country Offices enforce compliance with internal finance policies and procedures set out in the Financial Procedures Manual.
- Provide finance system support/training to local Finance Managers and non-finance personnel including new system rollouts where necessary.
- Provide finance support for establishing new, or closure of old, country operations or/projects, where necessary.
- Provide ad hoc support and analysis to Director of Programmes and Programme Managers in the UK, and overseas Country Directors and Finance Managers, where necessary.
- Prepare a Short-term Cash Liquidity Forecast for Core Expenditure and circulate to the Finance Committee.
- Draft statutory accounts for the company in accordance with UKGAAP and SORP.
- Provide staff support to Finance Committee, including providing reports and drafting minutes.
- In conjunction with the Director of Programmes prepare Core and Unrestricted Annual Budget and Cash Flow Forecast with updates as necessary.
- Contribute to efficient day-to-day organisational administration by improving, maintaining and as appropriate implementing financial administrative procedures.
- Contribute to internal discussions on strategy, policy and organizational issues, maintaining a particular focus on compliance and cost-effective administration.
- Represent Concordis at external meetings as required.
- Other activities as necessary in support of the Concordis International programme.
Essential Attributes and Qualifications:
1. Graduate-level qualification in accounting/finance
2. Extensive management reporting experience, including budgeting and forecasting
3. Experience of the charity sector
4. Understanding of grant management requirements of key donors, such as the EU, DFID and USAID
5. Extensive management reporting experience, including budgeting and forecasting
6. Excellent Microsoft Excel and finance/accounting/reporting systems skills
7. Skilled in the use of accounting software packages
8. Very high level of numeracy and analytical skills, including variance and costing analysis
9. Strong business writing skills
10. Strong interpersonal and communication skills, including ability to liaise cross functionally and cross-culturally with all levels of staff in the organisation
11. Excellent team player, with the ability also to work well independently
12. Strong in problem-solving and critical thinking
13. Ability to plan, organise and prioritise workload to meet deadlines

Highly Desirable Attributes and Qualifications:
1. Fluency in French
2. Qualified status in a recognised accounting qualification
