24 Month Contract

Salary £30,925 – £34,749 (Pro-Rata as Part Time Position) 

The Role has flexibility to work over 3 or 4 days per week, however, you must be able to attend key meetings.

JOB PURPOSE:


Be responsible, through the Head of Communities for neighbourhood planning, neighbourhood management, commissioning and coordination of partnership initiatives and programmes within Castle Vale and other designated neighbourhoods. To coordinate and manage the secretariat and governance requirements for the Neighbourhood Partnership Board, Castle Vale Community Forum, Castle Vale Educational Partnership and Castle Vale Business Group. To work with the Head of Communities in shaping sustainable community governance and delivery of the NPB’s Neighbourhood Plan, 2018-30. To enable effective and sustainable partnership working To lead on community research programmes and data analysis requirements for community/neighbourhood planning. To contribute and participate in income generation activity for the Communities’ Team and wider Pioneer Group.

KEY PERFORMANCE AREAS:

1. Management and Leadership
Ensure the effective management of allotted resources within the Communities’ Team, including staffing, consultants/associates and apprenticeships.
To provide leadership and development for shaping effective partnership working across the Group.

Demonstrate The Pioneer Group’s core values through own actions. Ensure all staff demonstrate positive core value behaviours and identify development needs where required.
To contribute to enhancing the profile of the Pioneer Group inside and outside the sector and establish and maintain positive influential relationships with key stakeholders.
Manages own workload.
Actively participates in regular one-to-one supervision with line manager and in The Pioneer Group’s Performance Review scheme.
Undertakes learning and development activities, including attending training events.

2. Performance Management
Contribute to the Communities Team Business Unit Plans with a lead on partnerships and neighbourhood planning generating income in relation to plan targets.
Manage and monitor allotted administrative, consultant/associates and apprentice /interns.
Support the development of clear performance targets and monitor performance to ensure targets are met.
Monitor and report on performance to the Head of Communities, including deputising at ELT when required.

3. Contract/Partnership Management
Ensure the effective management and delivery of the operational Community Unit services ensuring contract compliance; performing in line with contracts, funding agreements and SLA’s.
Advise on best practice to achieve continuous improvement of all aspects of the Community Unit services.
Ensure contractors and partners deliver a high quality service and are contract compliant; performing in line with contracts, funding agreements and SLA’s.
Carry out benchmarking to identify areas for performance improvement and methods for achieving enhanced delivery.
Develop appropriate and relevant partnership arrangements with key stakeholders, establishing new delivery arrangements in line with strategic and operational priorities.
Develop and sustain partnerships locally including but not exclusively the Castle Vale Third Sector Partnership, Neighbourhood Partnership Board, Castle Vale Sutton Coldfield Town Council, Castle Vale and Minworth Business Group.

4. Strategy & Policy development
Support the development of the Pioneer Group Communities Strategy.
Lead the on-going development and delivery against the 2018-30 Castle Vale Neighbourhood Plan.
Contribute to the Community Unit Business Plan.
Seek out innovative partnerships and funding opportunities that enhance Communities Team /The Pioneer Group Castle Vale offer and wider strategic vision.
Ensure that appropriate policies, procedures and systems are in place to underpin the delivery of services, and reviewing these as necessary.
Contribute to the horizon scanning remit of the Unit on best practice in the field of community planning, research and locality working and partnership working.

5. Service delivery
Take responsibility for allotted programme and service areas around partnership and community planning.
Implement the strategic objectives of Communities Unit and ensure these are ‘owned’ by staff, associates, partners and consultants
Support the implementation of a 2-year strategy and associated operational plans for the Communities Unit.
Ensure the operating processes are efficient, make best use of technology and have been developed by taking account of ‘lean thinking’ and deliver VFM.
To work in accordance with health and safety rules including reporting and recording any health and safety incident or accident.
Ensure that corporate strategies such as Value for Money, Resident Inclusion and Customer Excellence and Equality and Diversity are delivered effectively.

6. Financial management and budgetary control
Take responsibility for setting and managing Unit budgets, relating to community planning and partnership.
Contribute to the effective management and monitoring Unit budgets – identifying financial risks to service delivery and putting actions in place.

Ensure financial viability of the Unit by contributing to the securing of a diverse range of income.
Identify and develop funding bids, commissioning opportunities and traded provision.
Prepare business cases to support proposed investment in resources and services.

7. Governance

Develop a constructive partnership with relevant Pioneer governance structures in relation to designated strategic projects, the Community
Strategy and strategic review.
Provide regular reports to The NPB and other partnership bodies in the portfolio.
To develop and refine community governance within Castle Vale to ensure it is fit for purpose and presents VFM.

To represent Pioneer Group on stakeholder Boards including the emerging Birmingham Community Housing Board and Birmingham Social Housing Partnership.

8. Risk Management
Ensure that allotted work programme is effectively risk managed in line with Group procedures, methods and standards.
Ensure robust risk analysis is undertaken for all services.

9 Strategic Projects
To develop the Farnborough Fields Partnership Initiative working with the Head of Neighbourhood Fundraising.
To contribute to takin forward the agreed option for long term sustainable neighbourhood governance out of a community council, community
development trust or refined neighbourhood partnership from October 2018 onwards over a 18 month delivery phase.
To strategically review the City Green Dowry residual funding pot with BCC and establish long-term sustainable approach to maintaining enhanced environmental assets.

To contribute on emerging opportunities in relation to transportation projects, programmes and partnerships including the Spitfire Green Transport District.
To coordinate the NPBs Family and Child Poverty inquiry and campaign.
To support the Chief Executive and ELT on the forthcoming strategic review particularly in year 2 of the role.

A high standard of education and relevant qualification to degree level is essential.
